Montana Senate Committee on Agriculture
will hold a hearing on Montana HB 592 on Tuesday, March 10

Montana HB 592, to limit NAIS to a voluntary, non-coercive program, passed the Montana House by a vote of 98-2. Thank you to all of those who called or wrote their Representatives and the House Committee!

Now, we need everyone to take action again, to help keep the bill moving! The Montana Senate Committee on Agriculture will hold a hearing on the bill on Tuesday, March 10, at 3 pm.

What you can do:

1. Go to the hearing! The Committee will meet in Rm 335 at the Capitol. Keep your testimony brief and clear. You can get more information here.

2. If you can't go to the hearing, send an email to each Committee member, asking that they support HB 592. You can also call 406-444-4800 and leave a message for them.

TALKING POINTS FOR CALLS OR EMAILS:

1. Provide your name and full address

2. Be specific about what you want them to do (e.g. "I want to urge the members of the Committee to vote Yes on Montana HB 592")

3. NAIS will hurt our state's economy:

  • The agencies have not completed an analysis of the costs or benefits of NAIS.
  • Costs of the program include the cost of the tags, hardware, software, time and labor.
  • Many small farmers and ranchers cannot afford these costs.
  • Service providers (veterinarians, feed stores, auction houses, meat processors, etc.) will be harmed when the farmers and ranchers go out of business.

4. Neither the USDA nor the state agency has scientific proof that NAIS will improve disease control:

  • It does not address the cause, treatment, or transmission of disease, in domestic or wild animals.
  • It does not significantly improve on current methods for identification and tracking of disease.

5. NAIS will not improve food safety

  • USDA itself has stated that this is not a food safety program.
  • Contamination of food with e. coli and other bacteria occurs at the slaughterhouse or afterwards, while NAIS will stop before that point.

6. NAIS will not protect against terrorism and the technology is flawed.

  • The microchips chosen by the state can be cloned, destroyed, or infected with computer viruses, and reprogrammed. Any terrorist or thief can use this.
  • The database of information, created by the state agency and available to USDA, will provide a target for hackers.

7. NAIS infringes on people's constitutional rights, including due process, privacy, and religious freedom.

8. NAIS unfairly attacks the rights of pet owners and those who raise animals as food for their family.

9. Four other states have already limited NAIS to a voluntary program only, so we will not be disadvantaged by doing the same thing.
